Two years ago, every governor in America wanted a data center. This year, they want a pause on them.

According to a must-read report from BofA's utilities team, pause and moratorium proposals now appear in 20 of the 36 governor races on Tuesday's ballot, including in deep-red Texas, where the incumbent who once branded his state the epicenter of AI development has spent the past three months auditing, pausing and finally freezing every data center permit he can reach. Which is why we have spent so much time this year on the collision between AI's power appetite and voters' power bills, starting with our warning back in May that electric bills could be the 2026 election shocker.
